Guest Info Thomas Carr has been Director of National Policy at the American Lung Association since October 2010 and prior to that held the title of Manager, National Policy and Policy Analyst with the Lung Association. He is the primary author and editor of the Lung Association’s annual State of Tobacco Control report, and manages the American Lung Association’s State Legislated Actions on Tobacco Issues project, an online database and website of state tobacco control laws. Mr. Carr is one of the country’s most knowledgeable experts on state tobacco control laws and policies. Prior to his time at the American Lung Association, Mr. Carr worked as an intern for the Campaign for Tobacco-Free Kids and as a field organizer for the South Dakota Democratic Party.
